Mussel Reconnaissance Surveys: What You Need to Know
Ohio rivers and streams play host to many freshwater mussels. It is important to note that all native mussels are protected by the State of Ohio (Section 1533.324 of the Ohio Revised Code). To avoid violations and project delays, Mussel Reconnaissance Surveys are required for projects with impacts to streams with drainage areas greater than 5 square miles, including those categorized by ODNR DOW as Group 1 or 3.

The Role of a Mussel Reconnaissance Survey
A team, led by an ODNR Approved Mussel Reconnaissance Surveyor, thoroughly examines the stream within the designated project area as well as a buffer zone both upstream and downstream. Their objective is to identify live or fresh dead native mussels, if present, within or near the project site. If no live or fresh dead native mussels are found, a Mussel Reconnaissance Data Form is completed and submitted to ODNR for confirmation and concurrence. However, if fresh dead shells or live native mussels are discovered, the survey transitions to a Mussel Survey, necessitating a federal permit and certification from the USFWS.
How The Survey Works
During the Mussel Survey and Relocation, the team meticulously searches the stream substrate for live mussels. Upon discovery, these mussels are carefully documented, removed, and relocated to suitable upstream habitats. This delicate operation works to minimize any adverse impact on these protected species from project activities or sedimentation.
How to Avoid Impact
Mussel Surveys can be circumvented in specific streams by conducting all work above the stream’s Ordinary High-Water Mark (OHWM).
